of Sun Yat Sen. He would greatly prefer them both to be gratified, i, e. what he wants with his whole heart and soul is a unified China with Sun at the head of it, not perhaps necessarily as President but as the Great Man of China, the Saviour of his country. If he can't achieve both objects, the Sun motive will take precedence. Sun must be a great man whatever else happens.

In order to achieve this primary object he will use whatever means lie ready to his hand.

In his previous period of power in Canton the best means of strengthening his position appeared to be the Labour Guilds and the discontented classes generally. Hence his Bolshevistic and communistic attitude (Probably also he either got or hoped to get Russian money by adopting his attitude). In this phase of his career he was a very serious danger to us and when he appeared likely to be returning I advised action to keep him out by strengthening that bruised reed Chan Kwing Ming. Hence my telegram of the 7th January.

However, on his return to power, it became apparent that he had changed his views - not his objects but his ideas as to how he could best attain them. He had realized that the support of the labour extremists was not the best means of establishing his power and he came out as a supporter of order.
